Unnamed NPC I can't talk to in black briar meadery (Louis Letrush)

I wanted to start the quest where you get this horse called frostfall or something. But the courier dude at the black briar meadery (Louis Letrush) has no options to initiate dialogue with him and he is nameless. He sputs out random phrases but his name doesn't show up in the dialogue.

 

I found out sneak tools is the source of my problem because it includes a hood that conceals your identity so you can't speak to NPC's unless you unequip the hood. I removed all my hoods, dropped them, went naked and loaded the earliest save I had but I still can't talk to Louis. I uninstalled the sneak tools mod as well but I still have this problem.

 

Although I can't speak to Louis, I can speak to other NPC's just fine with or without the hood.
