Beginning scene horses/carriages move way too fast.

I'm starting a new game from a clean install, and I'd been running into a CTD problem at the beginning after installing all my mods. In an attempt to isolate the issue, I deactivated all of my plugins and began a new game. No CTD this time, but what it revealed is that the horses are moving too quickly for their "walk" animation to play, and dragging the carriages too fast for them to remain stable. The movement is also extremely jerky, and the horses clip through the terrain quite a bit. As do the carriages.

 

I have no idea what is causing this.

 

The only mods I'd added that would affect this are the Same Walk and Run Speeds (http://skyrim.nexusmods.com/mods/9553/?) and the Skyrim Speeds (http://skyrim.nexusmods.com/mods/1603//?) mods, but they are both currently uninstalled. I have a mod that affects timescale, but it dynamically scales it to 20 for areas where it's necessary (like in the beginning scene). I also have Convenient Horses but its plugin is deactivated.

 

If there's any other information you need to know to troubleshoot further, please let me know.

 

*Edit: I let the scene progress to the point where I'm presented with the race menu, and it's all NPC's that suffer from this weirdly accelerated jerky movement. They move faster than the dialogue, resulting in a lot of the beginning dialogue either being overlapped or skipped. This is after I completely uninstalled all of my mods, as opposed to just deactivating their plugins.

I have a similar issue. I just installed on new computer with a heavily modded setup and the mods seem to be working fine, so I'm not going from a clean install like the OP. I'm also not seeing the jerky movement or horses clipping through the terrain, but they are moving too fast. Ralof says "I don't know where we're going, but Sovngarde awaits" right about when the carts are stopping in Helgen, and then the carts sit there awkwardly while they go through the rest of the opening scene dialogue. Once everyone starts stepping off the carts, everything seems mostly fine but a little rushed, like there isn't enough time between dialogue. I've played just a couple minutes through Helgen and I've gotten a couple CTDs, so something is wrong.

I've followed the instructions for STEP:Extended, including the instructions for the .ini files (including ENBlocal.ini). From what I've read elsewhere this problem comes from the framerate being too high?

Might be a physics issue since it happens with all mods and plugins removed.

 

Make sure your framerate isn't going too far past 60 - use a frame limiter or vsync (preferably through your GPU). If that's not your problem, then maybe it's excessive script lag... though not sure why you'd have that with no mods or plugins running unless you've massively screwed with the Papyrus settings in your ini's.

This is most likely because you have turned off the vsync. You really can't do that in Skyrim as so much of the game relies on timing.

Do you hear that annoying sound of something dropping every so often ... that is due to vsync being turned off. Truth is without vsync on

in this game you run the risk of breaking your game saves. As I stated "so much of the game relies on timing".

The mod Savage Skyrim seems too affect the horses speed.Makes them go faster.But I noticed this problem myself before that mod was even made.I've heard that Amorous Adventures and Schlongs of Skyrim affect it as well,but haven't noticed that myself.
