Massive Lag

Ive been getting tonnes of lag for no reason. I recently did a format and before that new Vegas ran fine, but after my format it seems to run like crap. My specs are 8gb of DDR3 ram, Gforce 630 2gb, Anthlon II X4 605e quadcore, asus m4a78lt mle mother board and I should be able to dominate the game. My load order is

DeadMoney.esm
HonestHearts.esm
OldWorldBlues.esm

FOOK - New Vegas.esm
FOOK - New Vegas DLCs.esm

Ive tried changing the load order, editing the clamp in the ini, turned down the water quality, tried lowering video settings and resolution, tried creating its own power management option under the nividia control panel, tried compatibility and admin mode, tried the d3d9 file , tried the stutter fix file, and none of them seem to work :( This is getting extremely frustrating and any help is greatly appreciated

oh and I should mention i have it on a ssd with ahci mode on and all the other games seem to run fine

also might have found a cause, it looks like new vegas is detecting my video card as a geforce 7900 gs while its actually a 630 GT (Checked device manager and it only says GT 630). Does anyone know how to fix it?

nm looks like it has to do with the d3d9 file which doenst do anything (im referring to the weird vgpu detection). lol I dont know what else to try, it doesnt matter what setting its on, it always stutters in the same areas at the same speed, help please!
