Lasers cause gun-wielding ghosts.

Critical hits with laser weapons aer causing enemies to disintegrate...but not to die. And then their invisible, un-shootable ghosts riddle me with bullets. They seem to still be vulnerable to melee weapons, but this is not much of a solution. My mods and load order are as follows:

I would really appreciate any insight into what could be causing this...it's making playing as an energy-weapons specced character basically impossible.
