Very annoying underwater bug

Hello guys. I can't seem to find a solution for this strange bug anywhere, so I write a post here.

 

I play with around 300 mods with ENB and Water for ENB and stuff, etc, which makes my water almost transperent, you see.

 

Then was when i noticed when I move my camera underwater, and then again above water, It stays underwater, pretty often. What this means is that I get textures of underwater applied to the whole body of water,

which makes it from transperent to green, As I suppose this is how the game renders the water when you are under it, and it plays the underwater sound.

 

Now I can leave water and it stays like, with the sweet bubble sound xD

 

Now this bugs me pretty much, as I like to have my game polished as possible, so I am trying basically 2 days to fix this, doing everything, removing everything to the point I just reinstalled the whole game in a new folder, clean vanilla game stripped off of everything, even SKSE, applied the update (tried without it also), endured the whole Helgen, then went to the closest pool/river and BAM, same bug.

 

It appears that it happens when there is some kind of lag or low fps, as the game probably thinks you are still underwater, as it was needed to unplug my laptop to simulate some laginess to make it happen on vanilla.

Now, with ENB and all the mods I run with 30/40 fps approx, but it shouldnt be a problem, that happens half of the times with 30/40 fps. I mean its not like 15/20.

And sadly this means that USSEP does not fix that.

 

I will be most grateful if anyone can share some info, if encountered, or any fix for this, as it is not game-breaking but its annoying AF. Thanks
