I kept the setting that Skyrim set for me and I still had Stuttering. I lowered some of my graphic settings and in a interior I did not feel the Stuttering. But when I when into a fight in with two stormcloaks I had some major Stuttering.With textures set to high and set Antialiasing, Anisotropic filtering to off and set shadows on low. I got about 19-21 of FPS in interior and in a battle with only 2 npcs I got around 11-14 of FPS. Loading takes me only a few seconds to load. So I am fine in the loading area. If I go into my inventory I get 60 FPS. But leaving my inventory my fps drops very fast. I bought this laptop new and played with it today. And the laptop is up to date with it's updates.I installed Skyrim with Steam and I have not put any mods in. Expect I only put a FPS counter when I start have my problem.I had a less powerful desktop (Not laptop) and ran with mods and put the settings on High, I never had any of these issues.
