It's always bothered me that during the course of the thieves guild quests you don't actually do anything but add vendors to the joint. Especially after the speech about the place being a palace in the past (despite it being in the sewers... I know). Anyways, I think it would be fun to see more changes to the guild as you restore it's presence in the cities. For instance you could remove the largely wasted center decking over the water and replace it with chairs and a stage. As Riften's worst kept secret maybe the guild should double as a strip club? The guild members could just pick pocket any patrons that are stingy with their tips. :P Joking aside maybe an auction site for patrons looking for rare items (why keep trophies when there's coin to be had)? Add a loanshark? Just have random npc's come in and do a begging animation. To some he'll hand a bag of coin to and others will be escorted away to be "taught a lesson" A conman? Hmmm.. Table full of scrolls/notes named "fake deeds", tonics, dragon/vampire wards, timeshare brochures, etc. Maybe the player should be able to buy 'rare' items from the auction as well in lieu of leveling up trade skills? Offer two enchant weapons and armor of a random nature? Dunno if that's even possible. As a money sink items that have higher stats then the player could make would costs 100's of K? Dunno just feel like money becomes meaningless real fast as there is nothing worth buying. The masonry and overall grunge of the place could be fixed while keeping to the theme of shadows. A palace fit for a thief? Have the Jarls and/or their housecarls "meet" with guild members to show the guilds influence? At the end of the questline turn the guild vault into a private room for the player? /shrug. Dunno, just some random ideas that don't have to be taken as a whole.
