Vortex Doesn't open, logo periodically flashes on screen when trying to open

After a game crash, I started having an issue with vortex where, when attempting to open vortex, the loading logo would just flash on the screen at roughly 2-3 second intervals on and off. I did an uninstall and trying install the current 1.4.15 but to no luck.

Before the initiating incident It was running fine for multiple games.

 

Any ideas?

Ryzen 5 2600X

32 GB Ram

reboot see what happens.

do not go nuts and uninstall/reinstall/delete your games or format your hard disk. just try a reboot.

I can appreciate the tried and true solution, but no dice. Same behavior as described both after restarting and a full shutdown.
