[LE] Running a script at a particular quest stage

Whether it'd be that bad or hard... it depends on what the actual edits are. Sometimes it's trivial to patch, sometimes less so.

 

I don't know how exactly the engine works underneath, but I assume yes, it checks periodically for each added spell whether their effects should be applied yet. I don't know the interval of this internal loop, my in-game experience is that it takes up to a few seconds.
