Magic not working after waiting

I've been having a problem where after I wait, sleep, and sometimes enter new cells all Magic, Powers, Shouts and and abilities that involve cooldown don't work.

 

the spells in my hand go invisible and the spell wont cast plus only the first word of power works even when holding the shout button. the Icon in the top right of the screen that shows how much longer things last (added by SkyUi I believe) shows the buff I have but it never goes down. I don't have any idea what could be causing it the only mods i have installed in the past few days was Complete Alchemy and Cooking Overhaul, SexLab framework, and Basic Pregnancy Cycle. even after disabling it, it still doesn't seem to fix the problem anyone have any ideas? Also I'm pretty sure I installed all the patches I needed.
