Geckos, Radscorpions, and others won't move

I'm having this issue where some creatures (so far it's been just geckos, radscorpions, and feral ghouls) will just stay in place and only move if doing a lunge attack. I haven't noticed this with any other NPCs (yet). my recently installed mods are:

 

Legion quests expanded

caesars new regime

wtheskett's damage mult 1.5x

color me evil

knvse animation plugin

Hit throwing knife anim set

powdergangersgoboom

hd fire and explosions

wasteland explorer

bingles explosives

better throwing range

realistic launch explosive speed

pl grenade explosive indicator

eddie hears an explosion

NVTF new vegas tick fix

stutter removing config files for NV ENB and NVSR

New Vegas stutter remover

new vegas stutter removal for windows 10

animated gomorrah

lived in sewers

animated utility poles

unlimited traits

extra traits pack (normal and favours)

fnv opposite traits

fnv better messages

 

and these are the ones I've installed over between now and <2 weeks ago (I've only noticed this issue today in a new game and I definitely didn't have this issue 2 weeks ago). After some googling online, I found a thread talking about a similar issue but with human characters (https://forums.nexusmods.com/index.php?/topic/7866688-having-a-weird-bug-with-npcs-not-moving/) and it said something about mods messing with nav meshes being the issue the issue. My best guess is the tick and stuttering fix mods, but I've played after installing them and I remember fighting radscorpions without this issue. I'm going to go disable mods until I find the culprit.
