Possible dumb question - how do these mods work?

I'm dipping my toes into the Creation Kit and making simple mods, and along the way I've been looking at existing mods I like to try and understand how they function.

 

As an example, Pandorable's NPCs appears to include, as far as content files go, some built-in hair meshes and textures. My understanding is that content files like this can either 1. Be included as loose files which get unpacked into the sub-folders of your game's Data folder, or 2. Be packed together in a big BSA bundle file.

 

In the case of Pandorable's NPCs, I can see the textures for the hair in the mod are unpacked as loose files, but there are no meshes unpacked to go along with them, so I assumed they must be in the mod's BSA file... except as far as I can tell, there is no BSA file installed for Pandorable's NPCs.

 

So if the hair meshes for this mod aren't installed as loose files, and they aren't packed in a BSA, then... where the heck are they? How can this mod work when it doesn't appear to come with the very files it's using?
