Strange FPS Issue - High GPU Usage + High FPS indoors HOWEVER Relatively Low GPU Usage + Low FPS Outdoors? Any Fix?

Sounds like a CPU or RAM Problem. When you are outside you have to load more, but the textures are usually less prominent. Your CPU seems to struggle a bit.

Oh no nevermind I just saw the CPU usage and it is low in both cases... hmmm

 

Do you have mods installed?
