I recently got a new rig that can handle it better, since my old one lagged a whole lot. It was a mod that added this shop in a tent outside the entrance ramp to Rivet City. It had this Super Mutant that you could talk to that was guarding the entrance, it sold a bunch of custom guns and armor. I cannot for the life of me remember what this mod is called.
