Converting Master Files To Non-Master Files

I've always used FO3Edit.

 

It is worth noting that the extension (ESP/ESM) has absolutely nothing to do with the file being a master or a plugin. What matters is the master flag in the header record of the file. Using a tool like FO3Edit, you can open any ESM/ESP and edit the Header record and make changes to the ESM flag. Once a file has been set with the ESM flag off (or false), it will be an ESP (regardless of it's file extension) and can be edited in the GECK.
