First, you need to make sure that you have Old World Blues loaded in the GECK, I know it's likely that you've done that already, but I thought I'd mention it since you're new to this.

Next, open up your armour's statistics window. Now, look for the "..." icon next to a box that has " NONE" written in it. From there, select the "▼" icon and find "NVDLC03AuralStealthSuitObjectSCRIPT". After that, click on "Done". This won't just add the voice though, it'll also add the stimpak and what-not management.

The suit uses a quest for a lot of it's dialog (something like stealthSuitQuest) much like a NPC does. You would have to copy the quest then go into each of the conditions for all the topics and make the GetEquipped condition based on your new armors ID instead of the old stealth suit. I wouldn't recommend it for a first mod. I think there is a mod on nexus that places everything on a slave collar and you can wear any armor you want.

The other alternative is much easier and that's to make the armor weightless, not occupy a body slot, have a simple little model (like the collar, or something else small). It would basicly be what was probably done on the mod I mention above.
