Either I'm being an absolute idiot, but this isn't working for me.

I've played da a lot, but have never used the console before.

I've made a shortcut to DA Origins in my bin_ship folder.

I have replaced the target so now it says:

"C:\Program Files (x86)\Steam\steamapps\common\Dragon Age Ultimate Edition\bin_ship\DAOrigins.exe" -enabledeveloperconsole

I have gone into my keybindings and changed the console so that it says:

OpenConsole_0=Keyboard::Button_Grave
OpenConsole_1=(UNASSIGNED)

And I'm running the exe as administrator. Is there something else I have to do? Does it work differently because I'm using Steam?

I'm only doing this because my banter got glitched and stopped working (!) and I want to use banternow to force it to happen.

Any help would be muchly appreciated

Getting the Command Console to work under the Steam install requires a little tweaking.
See this article for a complete explanation: Console (Origins) - Dragon Age Wiki, but I've copy-pasted the relevant extract:

Within Steam

◾If you have the Steam version of Dragon Age, go to your My Games tab, right-click on Dragon Age: Origins and choose Properties from the menu. In the General tab you will see a "Set launch options..." button. Click on it and add -enabledeveloperconsole to the start options field.

◾If you have the Steam version of Dragon Age: Origins - Ultimate Edition, follow the above instructions of editing a game file, as the -enabledeveloperconsole switch does not work.

I managed to get it working by using the other option on the wiki of editing the file. And the making text appear mod was VERY helpful. Thanks for the link! I spent agest trying to get it to work.
