Simple... If you played TES4, it's about the same... Either you get a program like FOMM (FallOut Mod Manager I think). Or you simply go on Fallout Launcher on click on mods you wanna add in Data Files...

 

 

I'd use FOMM personally, and don't forget that some mods requires the invalidation thingy... (Just a click in FOMM)

P.S. The mod itself must be put in the Data folder (in your Fallout 3 folder)

The file you've downloaded is probably an archive. If you haven't already extracted it, then you should do so now with a tool such as WinRar or 7-zip.

 

Within the archive, there should be a Readme file that details how the Mod should be installed. This depends on what the Mod contains, but I'm going to assume that it consists of a single *.esp file.

 

If this is the case, then the *.esp file should be placed within your Data folder (usually something like "C:/Program Files/Bethesda Softworks/Fallout 3/Data") and then activated. The activation can theoretically be done via Fallout 3's launcher, but it is a much better idea to use FOMM instead.
