Looking for mod for scavenging items outside settlement radius

I could swear there use to be one but I cant find it now

I want to be able to scavenge tires and destroyed cars and stuff like that OUTSIDE my settlement radius

Anyone know if such a mod still exists and if so what its called
I been scrolling for 30 minutes so figured best to just ask
