Issues with new game: Main quests not given specifically "The Golden Claw" from Lucas

So this is not my first go around in skyrim. I do run a heavily modified game, but I've never had this particular issue until now. When I get to Riverside and go into the trader I hear the usual bickering, but when I talk to Lucas and select "Did Something Happen?" his responses for the questline are not voice acted, and it seems like silent voice is taking over. In addition he never gets to the point to ask you to handle things so the golden claw quest never comes up.

I've checked my load, and I'm not seeing any mods that would affect quests like this. I've removed the few that I was unsure of and still the quest isn't coming up. This goes so far that even Farengar won't give out the quest so I can't progress with the story.

Is there a known bug here? Or do I have a bugged mod? If so any guess which would be it?

No responses here, but I did resolve my issue. It was Devious Adventure. I used SSE Edit to see what overwrote the "MS13" quest (The id of "The Golden Claw") and found that it was the mod over riding the defaults. On removal everything was working.
