Stewie tweak's "bBloodyMessGibTargetedLimbOnly = 1" not working

I installed stewie's tweaks using MO2 (with the combat tweaks ini) and I wanted to turn on the option to reduce gibbing with the bloody mess perk to something more reasonable.

 

the lines in the ini are

 

; prevent bloody mess dismembering/exploding limbs that weren't hit
bBloodyMessGibTargetedLimbOnly = 1

 

when I set it to 1 nothing changed. Even if I load an earlier save from when I didn't have the perk and add it by console. I still get arms and legs blown off when I shoot an enemy in the head

It seems that other tweaks in the ini work fine as far as I know, which is weird

Anything I'm missing here?

Ok when I turn off JSUE and all it's related plugins, then the tweak seems to work normally.
Well is there a way I can have both working at the same time?

Like have the changes in Stewie's ini override the JSUE changes? It's not an esp so I don't know how to change it in the load order. I'm using MO2 by the way
