Ambeint water collector mod?

So I want to make a mod that gives you a ambient water collector or reclamation equipable item that over time fills any bottles in your inventory with dirty water with a filter upgrade at a work bench to get purified water. Any ideas how to do this? I am looking at mods that give items that cause special effects to figure it out but any help is appreciated
