This happens when a bow's gravity is modified into a non-viable amount. It is strange that it is still occurring when all of you're mods are disabled. Check for unmanaged mods (mods that were installed manually and not via mod manager) and disable them. After that, load a clean save.

 

That's all I can say about that.

I managed to sort it. Just reinstalled Skyrim.
