Difficulty differences question

Does Legendary make it harder to stagger enemy or is my game a righteous c*%!?

 

 

I am nailing these heavy blows, critical swings, lesser enemies... they will not fricking stagger, i am not talking bosses or dragons. even they will stagger.

 

but i am referring to imperial soldiers and draugr regulars.

 

I can not garunteed the stagger in a what should be stagger strike

 

 

IS THERE a list referring to the differences between each difficulty?

The only difference is the percent of damage dealt by you and enemies/NPCs.

 

However, the chance to stagger is based on the amount of damage. So since the difficulty setting reduces the amount of damage you deal to enemies, it also makes enemies stagger less as a side effect.
