Fallout 3 Issues!!! Post your issues so they can be solved

So this is a section for posting issues and I know I've had some so far. My issue which I hope someone can figure out is that my textures are turning to wire frame, flashing, and not properly lighting. That is my only issue so far, and It is the most annoying ever.

 

Specs:

I'm running the same graphics as oblivion but oblivion never glitched

 

HDR lighting

6 (8 recommended) Filtering

2 (4 recommended) Anti-Aliasing

1650-1050 HD screen

ATI Radeon 1600 pro graphics

Up to date drivers

4 gigs of ram

DX9

Windows XP (VISTA SUCKS)

And that's about it. I installed the new patch (Which did nothing but ruin the sandman kill)

 

I'm a noob to a lot of things (I'm 16) and a noob to the Fallout series. I simply borrowed this from a friend.
