"Heartless" perk not working?

Hey guys. I recently completed Old World Blues, and I decided to keep "Heartless".

SPOILER:

The perk says "you cannot be poisoned". That's the main reason I kept the perk. However, I was just attacked by a pack of Cazadores in the Mojave Wasteland, and I am currently poisoned. I'm watching my health tick down, hearing the sound effect, and in my "status" menu it says "Poisoned". Why is this?

Could it have something to do with the fact that I used the console command "showracemenu" to change my facial features? Is there a known fix for this, or do I have to remove then replace every single perk I have obtained thus far?

Wanted to let you guys know - I ended up fixing the problem. I had been having issues with my game crashing 50% of the time when going through doors into an area. The loading screen would freeze completely and I'd have to ctrl+alt+del to close it. After I re-arranged my load order because a modder told me my FalloutNV.esm and all DLCs could be arranged in a better order, I did it. I guess when you change the order of your DLCs, the perks from those DLCs that you have get screwed up big time. I ended up going through and removing/re-adding every perk.

However, now I have run into a bigger problem. I started playing Lonesome Road (for the first time - I was super excited). In the beginning, when you first get your robot pal, unlock that first door, go up the stairs around that giant rocket, and into the room at the top of the stairs where one of those badass security robots with rocket launchers and mini guns is waiting for you, my game would crash. I'd enter the room, ED-E would follow me in, and as soon as the two robots began to attack each other, the game would instantly crash. I tried everything. I started disabling mods one by one. I figured it was some kind of animation or sound error that was crashing me. I uninstalled EVE, Electro-City, and the list goes on. One by one I uninstalled mods and went to check to see if it still crashed. When WMX, CaliberX and EVE were uninstalled, along with many others, and I was still crashing, I said "f--- it" and uninstalled all my mods. I assumed I would be able to turn them back on, one at a time, until the crash happened again. That way I'd know exactly which mod was causing it, and I could leave that mod off until I was finished with Lonesome Road. However, my efforts were ultimately futile.
I cannot load my game anymore. Any of them. As soon as I hit "load", select my file, then click "yes", the game crashes. I'm assuming it's because the game is searching for something it no longer has due to the mods being gone, most likely because I'm level 31 and I didn't have my "Level cap expander" mod installed anymore. So, right now I'm reinstalling the game. I'm going to try to load the save vanilla, then activate mods one at a time to see if I can get it to work.

In the meantime, though, does anyone have any helpful suggestions? This is almost making me not want to mod anymore. It's pretty much more trouble than it's worth. They add a lot of wonderful things to the game, especially EVE, Project Nevada, and WMX. But when I can't play the game for more than 15 minutes because it freezes on every other load screen, it starts to get kind of frustrating. I read every forum topic on how to fix the issue and nothing helped. Modding the .ini file in the saves folder AND the fallout_default.ini, setting affinity, using the 4gb loader, and many more. I'm positive that there's a hundred of you out there who have had or heard of similar problems to mine, and may know a solution for one of them. Even if you're not absolutely sure, I'd be grateful for the attempt. Fallout 3 and Fallout NV are my all-time favorite games, and I've been gaming since I was three years old.

Thanks for your time.

Reinstalled the game. Added the perk plugins and level cap raiser + Project Nevada. Game crashes on launch now, can't even get to the main menu anymore. Deleting all NV files and the directory this time. Everything is gone except for my saves. Reinstalling again.

Okay. The second reinstallation went better. I only installed a couple mods this time, created a new game, then from there loaded my old save file. It worked, and I was able to get to the point where you get ED-E and he unlocks the commissary station for you. However, once I actually click "open commissary", it hangs there for a few seconds and then the game crashes. Does anyone know why this would happen? The game is running fine, but every time I try to open the commissary it crashes instantly.

EDIT: It was a modded Gauss Rifle I had in my inventory still. Since I uninstalled WMX it couldn't find what mod it had on it, so the game crashed whenever I tried to look at the weapon or open a store interface. Fixed, now.
