CTD when hovering over wall decorations tab in the workshop

When i go into build mode at any settlement, I ctd when I hover over wall decoration tab.

I just cant figure out what is causing it.

im sure my load order is messed up or something.

i used loot to do the load order and i cleaned all the mods
