You cannot change any Windows settings unless you are. To get into folder options, This is NOT Oblivion, it is Windows. First, click on the green start block in the lower LEFT corner of your WINDOWS desktop screen. On the pop up window, find settings. When you move your mouse over it, it will expand to the right. Click on 'Control Panel' On the top line, just below the blue bar at the top, find 'Tools' click on it. The bottom kine on the drop down window that opens is 'Folder Options' If you cannot change the folder options, you are not logged in as an administrator.
