Geck adding Characters become INVULNERABLE

Is anyone familiar with adding NPC'S in geck on how to TURN OFF their INVULNERABLE and NO VATS status when physically placing them in the game world?

 

about 8 out of 10 npcs i place are ALWAYS that way. no items are checked in TRAITS

 

when placed and double clicked the characters are added as "PERSISTENT PREFERENCE" and this option is impossible to alter.

 

at first i thought it was I was adding kids for a mod but it happens almost constantly whoever i place there, whatever race

 

even if dragging existing characters

 

Anyways help would be appreciated here

 

I have been using "killable children" mod to bypass this event, but I have no clue how to do it in a mod itself

 

 

I also have f0s3edit but cannot find command there (plus would take extensive time editing each placed character If I did)

 

fallout 1.1 patch installed
