Settlements won't join after completing their quests/beacon not working.

Hey, I'm having issues with settlements not joining after I complete their quests - I'm getting the 'we decided to join Minutemen' line with a talk to Preston follow-up, but when I try to use workstation it says I'm not allied - this happens even if go talk to Preston and then return - seems like some flag is not updating.

Another issues is that Recruitment Beacon is not working, I never seem to get any new settlers in any of the settlements you don't have to do the quests for.

Any ideas where to look for causes for this?
