I believe the visual effect of water can be re-created (some like murky/dirty may not be a difficult shader effect to implement). And if the player weighed down, like the atmospheric diver suits of old, (here is an example of one designed in 1882;pic; http://upload.wikimedia.org/wikipedia/commons/8/86/Scaphandre_Carmagnolle_MnM_Paris.jpg then a functioning (or non functioning but sealed) power armor suit would work as a great substitute. Then you encumber it and you change the game setting for gravity via setGameSetting. I think it could come out to look pretty close. I was pondering the same basic idea a while back after reading (in the FO pen and paper game) that the enclave had a underwater city under the oil rig, that had degenerated into a bioshock type situation.
