Edit: Title says a part of the problem. One of these is that all enclave armors besides the mark I is back to vanilla stats, so its both the dlc, but the mods are in it as well (maybe my load order?).

The ones I got from FO3 without dlc esps had the FWE stats, but these ones had vanilla stats (45 dr for armor, 10 dr for helmet).

I tried removing some mods like enclave commander and camps, but the stats remained the same.

Any way to fix this?

Edit: Just to clarify not all items are in vanilla stats, just some.

Sounds like you've got a late mod re-overriding the original changes. I'm making the assumption that "merged 2.5" is a merged patch and not another mod. Have you gone through the conflict detection process?
