I'm trying to figure out a way to make it so there is no blood when an attack hits armor and the armor completely blocks it with lets says a 100% damage resistance setting? i would make it so there would be sparks coming off of the armor instead? there is no damage being done so why should there be any blood? i am not sure how to do this and all the approaches ive made were complicated yet they have failed! or is there a mod that someone has done already that i can download and just use?

I cannot help you directly because my modding skills are that of a Caveman (mostly because i am lazy to go through details) but i can point you in some direction.

Ok that requires the modification and implementation of Conditions within the ''Decals'' function (Responsible for Blood during Hits and Blood on the Ground) which is also located in your SkyrimINI.

I don't think i ever saw a mod that does this but the first thing that must be done is a ''Armor Resistance Reference'' and there is a mod that applies Realistic Resistances to Enemies both Magical and based on Armour Type by using zEdit.

Its called ''Know your Enemy'' https://www.nexusmods.com/skyrimspecialedition/mods/55203

I know the Author can certainly help you with your idea because he also uses Trait references that do apply these resistances. All that remains is tying the No-Decal effect to it and under which conditions. If under a certain amount of Health also apply Decals. It should be possible. I suppose Sharp and Blunt Conditions could be also applicable.

And btw. I think your Idea is on par with current 2019-2021 mods tha create a Next-Gen Skyrim because it could reach the point where it introduces ''Realistic Visual effects'' of Realistic Debuffs such as Bleeding Damage that was applied.
