diablo2resurrected double throw modification

I'm trying to figure out how to change double throw so it doesn't consume ammo. I picked over the SP mod I'm using that made 'zon skills not burn arrows or bolts, but I can't figure out what to change.

As far as I understand, the "double throw" skill simply negates the "left hand throw" and "right hand throw" skills in one keystroke. And while these skills are spending ammo, the "double throw" skill will also spend them.
