Graphical downgrade mod for "min spec" PC.

My Xbox 360 broke, and I can't play Skyrim on it anymore. I can't afford to fix the console.

 

My PC was originally designed to play Oblivion on default settings. It can play a game with those graphics without any trouble, but it meets only the bare minimum specs to play Skyrim. I can technically fire the game up and play it, but vanilla Skyrim will lag to hell and back on PC.

 

And... if I had the money to fix my Xbox, I'd much sooner just prefer to upgrade the blasted PC.

 

Are there any mods that can downgrad Skyrim's graphics to around Oblivion-ish or Morrowind-ish quality, without downgrading it around 16-bit graphics?

 

What about lowering the audio quality of the voice acting? Still good enough that i can understand what they're saying, but with the audio files requiring less RAM and processing?

 

What about dumbing down unnecessary aspects of the radiant AI, so that NPCs only move around when necessary? E.g. blacksmiths don't actually walk around the forge and use their own equipment, but instead just stand up against a single pillar and wait for you to talk to them? And guards don't actually move unless they need to step in? And miners can stay at the same ore vein for your entire stay in the cell? This would tone down the need for processing by cutting unnecessary baggage.

Drop the shadow resolution and distance to something extremely low. Like 16x16 with a distance of 1.

You'll lose shadows completely but should see a large fps increase.

Are you absolutely, positively, 100% certain that this will bring my game up to "console-level" performance?
