SSE How do I get an NPC to appear after a certain quest ends?

I'm attempting to get a custom NPC to appear in Sovngarde using the ending of a vanilla quest as a trigger and I'm unsure how to accomplish this.

 

I'm new to modding and my knowledge of scripting is pretty minimal, so I'd appreciate any small bit of advice I can get.
