Potions stuck at 4% strenght.

I never did any glitches with OP potions, but for some reason my gear and my alchemy level doesn't affects potions anymore. When I load my few weeks old save everything is working, but I made some progress since then and I don't want to replay Companions and Thieves Guild quest line. I also tried to reset my alchemy by making this perk legendary, but leveling up this perk once again didn't fixed the problem.

 

I installed two mods mid play:
