How do I make a new container and place it in world?

Ok. Sorry. Another problem.

 

I'm trying to add items from Ahzteks Weapons Overhaul.esp & 1nivVSLArmors.esp as well as stock ammo from FNV. I select everything without problems. They are in the container. I save. Then I open the container again to make sure the items are there. They are there. But...when I load the game and open the container, only the stock ammo is there and none of the other items.

 

I tried placing items from NVEC Complete + NVCE.esm before and had no issues. All items showed up in game.

 

I'm not sure what I am doing wrong. At this point, I am feeling pretty stupid, as creating and placing containers in-world seems to be one of the most basic operations, yet, I can't seem to do it right.

Edit: I also tried placing the items in the room of the cell on the floor. They do not show up in game. And when I reload the GECK, they disappear from the cell where I placed them.

 

Second Edit: Yeah, for some reason I cannot reference anything from either Ahzteks Overhaul or Spice of Life. I have loaded in other items without issue. It's something to do with these two. Still stumped.
