Some NPCs Won't Follow

I do a lot of roleplay as a non-Dragonborn using Skyrim Unbound, so I don't do the main quest that often, and occasionally like to use NPCs that wouldn’t normally be followers, however, some just won’t respond (Balgruuf, Elisif, Laila). I’ve tried using RDO, console commands and AFT but no luck with any of them (no dialogue to follow). I thought it might be because they are Jarls but Siddgeir works for me so I’m not sure what’s going on. Are these NPCs just blocked from being followers by the game no matter what? I would really like to find something that would allow me to do this. Is there anything out there already or can someone whip up a mod that makes it happen?

So, I found a mod (Elisif The Fair Follower) for LE that pretty much does what I’m looking for with Elisif but its not on SE. However, in the description under compatibility for this mod, it also references an esp from another mod that is compatible that makes Jarls able to be followers by removing the "Bethesda-set limitation of Jarl’s not being able to follow by modifying DialogueFavorGeneric”. I’m not sure what that mod is because I can’t find it. Anyway, again, is there anyone out there that has experience with this sort of thing that is able and willing to create a mod that can do this for me?

Well, I switched from AFT to EFF to see if it would work and it did. Those NPCs were able to follow me using that follower framework. Problem is... I don't like EFF. So, I'm putting it out there again. If anyone can throw a mod together that can do this for me I would be so grateful.

Try this. It's highly customizable and allows you to make an NPC a follower. I briefly tested it and it should work on the Jarl's, or any NPC I guess, as long as they aren't in a scripted sequence.

 

I tried out NFF on a new game but unfortunately Elisif and Balgruuf still do not give me the dialogue options to follow even though it said the NPC could follow after using Force Follower in the MCM. Though, I tried it on other regular NPCs (not Jarls yet) and it did work. I’m not sure how you went about getting them to respond when you tested it but I’ll play around with it a some more. I'm probably missing something or maybe there's a mod conflict. Anyway, I appreciate the recommendation. Some of these features are pretty nice.

Try removing them from the JobJarl faction, tell them to follow you, and then add them back to the faction. Looks like the Jarl faction prevents the follow me dialogue from appearing. This should allow them to be a follower and still work for the Thane quests. I would make sure you've at least done the intro stuff with Balgruff and killed the first dragon though, chances are something will break if he's a follower while trying to go talk to Farengar and the guard that shows up.
