Certain voice lines missing in Fallout 4

I wanted to start a new playthrough with some mods active, it was fine a few days ago when I was testing those mods and after satisfied with the mod build I restart the game, delete all the test save file, and start a new game. Everything start of fine until I greet Codsworth (saying thanks) but only the subtitle come out. I check my character and lip sync is also not present. I push through and some of my character comment of things in the living room (the newspaper) and some dialogue from the news anchor is also missing, some of the vault tech representative voice line also missing, ect. . I restarted my game multiple times (delete save and start new game) even restarted my PC 2-3 times but it still doesn't work. looked pu on the internet and tried the change ini fix on fallout 4 voice.ba2 but still doesn't fix it. Made a fresh install 2 times (three if counted the first download). Anyone out there can help me?
