Can someone run me through how to do this?

I simply want to make it so that there is no panicked friendly fire and there is no continental panic increase for denying help, i.e. I want it so that only the country will have a panic increase. Is there a way to do JUST THIS? If so, could someone guide me through how to do it?

First to make mods work you need to block the phone home. To do that add these lines to your hosts file. You will need to be an admin and it is located at "C:\Windows\System32\drivers\etc\hosts"

127.0.0.1 prod.xcom.firaxis.com
127.0.0.1 65.118.245.165

Now the mods.

 

XCOM ToolBoks can disable panicked friendly fire.

 

To change the way panic increases you need to change a line in DefaultGameCore.ini

PANIC_ABDUCTION_CONTINENT_EASY=1
PANIC_ABDUCTION_CONTINENT_NORMAL=1
PANIC_ABDUCTION_CONTINENT_HARD=1
PANIC_ABDUCTION_CONTINENT_CLASSIC=1

Change the one for your level to 0 or just change all of them.

The file is located in *Steam Folder*\steamapps\common\XCom-Enemy-Unknown\XComGame\Config but unless you make a change to the .exe it will not use it. Change explained here tool for easy enable here (I did it the hard way and have not tested the tool)

'Kay... I have no idea how to do any of the stuff to make the panic levels change. I don't know how to modify an .exe and I tried doing that thing with the patcher but it didn't work.

 

EDIT: I've also never had to modify any 'phone home' thing to make a mod work before.

2. Open XComGame.exe with Resource Hacker
3. CTRL + F --> PANIC_ABDUCTION_CONTINENT_EASY
4. Change values
5. Press Compile Script-button
6. File menu --> Save

Edit: And if you change SHOOT_WHEN_PANICKED=1 to 0 then you will not need toolboks.

I put together a ToolBoks installable mod for you. To install you need ToolBoks

 

Download attached file

Put file in the ToolBoks "Custom Mods" folder found wherever you unziped ToolBoks

Open ToolBoks and click on the "Custom Mods" tab

Click the "Load Custom Mod" button

Select "No continental panic increase.txt" from the file list and click open

Click the "Install Custom Mod"

Click yes when it's asks about a backup

Click OK

Exit ToolBoks and run Xcom

 

 

If you are unable to edit the hosts file you could disconnect your computer from the internet before you start xcom.

Oh, if I use this custom mod, will I still be able to use the custom mod that lets me customize unique soldiers (like Zhang)?

I'd like to take advantage of your willingness to help out! After loving the game since the demo came out, I'd like to just mess around with it and fiddle with money and resources (possibly also research and construction times). I tried installing the Developer Mode mod (http://xcom.nexusmods.com/mods/363/?) but Steam basically told me the whole thing was corrupt and had to redownload and install the whole thing.

 

What am I doing wrong? What's the best way to achieve what I'm trying to do?
