UFA Vigilants still wearing Vanilla Armor

Using Unplayable Faction Armors and the Vigilants are still wearing their Vanilla Armor yet have the mod's Morningstar, Keeper Carcette also has the mod's armor but she's the only one. I also have the WACCF and Diverse Skyrim Patches. Tried a fresh install as close to the bottom of my load order as possible but still no change, any help would be really appareciated.
