I new City in the Wastelands

What follows is a brain fart... er... I mean storm I had. I'll describe it then at the bottom I'll suggest how people better informed than I am can help :)

 

I've had this idea for a new city, it would be mostly hidden underground.

 

All decent folks would be welcome, this includes androids, ghouls, Super Mutants (like Fawkes, etc). Every citizen would be expected to contribute to the city in the best way their talents allow.

  • Each citizen's basic needs would be provided for by the city (food, clothing, a place to sleep, etc.)
  • The head Engineer that keeps all the infrastructure running is a Ghoul that was an alive before the war.
  • The city would have Salvage teams (scavengers) that scour the wastes and bring back anything that can possibly be recycled in some way (good job for a player?).
  • There would be an Armory, a Dining Hall (no food in one's quarters), a Quartermaster, a section containing shops for trade with outsiders as well as for citizens to acquire non-essential items.
  • The city is connected to the surface by a rail line like the one connecting the Family in Meresti to the surface, this allows the movment of freight, etc.
  • There would also be a Metro type entrance mainly for outsiders to access the shops and apply for citizenship

All this sounds great to me but I'm new to modding FO3, I haven't done any map making since the days of the original halflife. So there's a lot for me to learn. Here's what I've done so far:

  • I made two metro stations connected with short stretches of tunnel, the thought being the area around one station would be living quarters, etc. The area around the second would be commercial, industrial, scientific, agricultural, etc. I set the tracks up so that if there ever was a working train installed it could reach any point.
  • The stations are also connected with what I call the "Concourse" which is built with the MetHall pieces to allow doors to be added easily, and to allow the commuters plenty of space :)
  • The two apparently random sections of office hallway/room are connected by a teleporter and allow access from a utility door just as in Meresti.
     
  • None of this is lit and the navmesh hasn't been built (obviously). When I was running through it I spotted a couple places where pieces needed to be lined up, other than that it is a sealed unit.

Thoughts on further development:

  • The section in the middle completely surrounded by tracks would be where all the utility facilities are located (generators, etc), I think there should also be a set of utility tunnels connecting the various sections of the city
  • Branching off the station on the left would be access to living areas, the dining hall, and the Quartermaster
  • Branching off the station on the right would be access to Science Labs, any Industrial areas, and Agricultural areas (since the glowing mushrooms may very well prove to have many uses, such as harvesting the green glowing chemicals to make lights and allowing the mushrooms to cleanup the city's waste while purifying its water)
  • There would be various guardposts and strategically placed blastdoors in case the city was attacked
  • Citizen's would wear color-coded uniforms in the same way deck crews do on aircraft carriers
  • The City's armory would be highly secure an well stocked (I think the city should provide rifles similar to the M1 Garande to defense forces, based on 5.56 mm rather than 30-06), since the city is home to a number of failed FEV experiments some heavy weapons would be available for the city's "larger" citizens when needed

There's absolutely no way I could do all this by myself within the next 10 years :) so I have several options.

  1. I can scratch the idea as too ambitious (or just plain dumb)
  2. I can ask others to create interior cells which can be connected by teleporters
  3. I haven't thought of the other options yet :)
