LE Dead Thrall as a instant power

Any chance someone could make a mod like this? Casting dead thrall is always sort of a killer to my conjurer's flow.

 

Make it have no cooldown, but still take mana (If possible), it's far easier to be a necromancer in a fight when you can just quickly cast a power at a body while charging a fireball or something.
