Can't Minimize Morrowind/Switch to Other Tabs

Just bought and downloaded Morrowind off of steam and when I open the game I can't switch to any other tabs or minimize the game. I've never had this happen with anything else. Windows button or escape does not work at all. Only way to look at anything else on my computer is to close the game completely. Tried opening the game in Windowed mode but it just shoes up as 1/4 of the screen and I can't move the mouse off of the game to make it larger or do anything else and the windows button or escape still does not work. I feel like there's probably a simple fix but I can't figure anything out around it.
