[LE] How would I go about giving AE artifacts quests level requirements?

Since a lot of them are very strong for early game and can be found almost immediately, I had an idea for a mod - I edited them to require a higher level to start but some mods like Shadowrend just end up breaking(In this case, the quest is tied to a script where Shadowmere emerges from the ground and I can't get around that. If I activate it before my set level, it will still start the quest and register in the Journal BUT the enemy spawned will not be hostile and the whole quest is broken. If I approach it after the set level, the script works as it should.



Ideally what I want happen is I activate Shadowrend and nothing happens or the weapon just doesn't emerge from the ground for me to activate until I'm above, say, level 10. Is that even possible or do I need to make use of the courier for this?


If anyone's willing to help with this s*** I'd appreciate it.
