What would be the best way to make my guards spawn with random gear and models?

I added guards to my games and i was wondering what would be the ideal way to make it so they do not look like clones. I would also like it so that at early levels they spawn with lower level gear. I added border guard to manage checkpoints in and out of a hold. Usually i would have them armed with a ranged weapon and a sidearm. It would be ideal if i could make it so that every 10 levels they would be able to spawn with more advanced armor and weapons. Is there also a way to make it so that i designate the chance of certain armor to spawn on them. Lets say I want fur armor to have a 40% chance and ebony armor to spawn at a 2% chance at lvl 100.

On a side note are there ways to make it so the guards will pick up better weapons and armor when they come across them. Do npcs despawn when i am not in the cell ,do they simply become inactive in or do they only respawn when they die? If i were to make guards who would pick up weapons and armor that were better than what they had before would the guards hold on to them until they died when i was in the cell? I figure if i were to do things this way I could simply start them out with weak armor and they would simply gain better equipment through battles. Would there also be away to make it so they can place items from their inventory that they do not need into containers and if there are items in the containers better than what they have they can use those as well.
