Is there an effective way to add a System of Taxation to Skyrim?

Let's say that once a courier would would inform you that it is time for you to pay taxes for each house you own. You would have to pay a tax on any items that you buy and sell. If i were to sell berethor a dagger for 100 gold pieces at the end of the month i would have to pay whiterun a 10 gold piece tax. All guards would be made aware of the taxes you owed and would try to collect it from you whenever they come in contact with you.

I am guessing in order to make this work I would have to create a new crime and make the bounty increase by 10%. I would also need to make it so that guard wont try to arrest you for whatever crime you had committed but will try to extort money from you as usual when you have a bounty.

 

 

I also had the idea of adding weight to the coins. Let's face it gold is heavy and it creates a problems when you can carry 20000 gold coins. I remember watching Shadiversity state how many Gold coins a traveler could expect to carry. According to his experiment it was about 500. I figure that my character could carry 300g if each point of weight equaled 1 gram.
