Vortex will not load any mods

I have never had such a strange thing happen before.

 

I installed a few mods for Oldrym, the unofficial patch, alternate start mod, paper ui mod. when i launch the game to make sure everything is working fine the game is completely vanilla.

 

I have no idea what could be causing such an odd thing to happen.

 

Another odd thing is that vortex refuses to deploy anything. it's telling mods are not deployed so i click the button and nothing.

 

i am on vortex version 1.4.16
