Hope I've done this correctly. I've tried logging out and then back in in both vortex and browser, cleared all browser cookies and relogged. I have adblock installed but it is disabled on nexusmods and I am seeing ads so I don't believe its the page misattributing my blocking ads. Unfortunately I am in a shared living situation where I don't control the internet service so if it ends up being ISP throttling I'll just have to bear it, though the ISP claims to do "no throttling". The download speed seems to cap out at 360KB/s for both manual and vortex downloads and since the number is so steady I doubt its heavy server load or traffic though I'm not exactly any kind of expert. Thank you for your time regardless

 

Quick update: I tested with a VPN and found the speeds to be exactly the same. I guess this could indicate that it isn't ISP throttling but I'm not certain about that
